Electrical staples are approximately 1 2 inch wide and can be attached with a hammer to hold the wire in place beneath the joists.
In canada we have rule 12 514 b that allows the installation of wires on the lower faces of joists if suitably protected.
The best way to install an electrical staple is to put the prongs.
Cutting notches and drilling holes in joists as part of any new installation work or a re wire a cable trunking or cable tray sometimes has to pass through an element of building construction such as a floor wall or beam necessitating the formation of a notch or opening in the element.

I remember reading somewhere concerning rules about drilling though floor joists but i can t find it anymore.
What our code is not clear on is how close does it need to be to the mechanical protection such as a running board before it is not mechanically protected any longer.
